Thinking About Moving to Roane County?

Roane County sits west of Knoxville, where lake country, established towns and the Oak Ridge research corridor meet. Kingston is the county seat. The county also includes Harriman, Rockwood and parts of Oak Ridge and Oliver Springs.

For a relocation search, that means several ways to compare homes: close to town, near an interstate interchange, on a wooded ridge or along Watts Bar Lake. Start with your budget, housing needs and everyday destinations. Then look closely at each property.

Schools

Confirm the responsible district and current assignment using the exact address, particularly around Oak Ridge and county lines.

Utilities

Electricity, water, sewer, gas and broadband can have different service boundaries.

Property taxes

Review county taxes, any municipal bill and the parcel’s current assessment.

Healthcare

Covenant Health Roane in Harriman provides hospital and emergency services; map your regular providers too.

Getting around

I-40, US 27, US 70 and TN 58 are key starting points. Test the actual route from the driveway.

Land & lake homes

Investigate usable acreage, restrictions, septic, access and shoreline rights before buying.

02 / Explore the map

Cities, Towns & Country Roads

These names orient your search. They are not school assignments, exact municipal boundaries or guarantees about a property. Oak Ridge and Oliver Springs cross county lines; verify the parcel rather than relying on the mailing address.

Kingston

The county seat combines waterfront parks and county offices with established neighborhoods and nearby rural roads. Compare lake access and the route to I-40 with your regular errands.

Harriman & Midtown

Harriman offers historic streets and Emory River recreation. Midtown is a separate community and a useful area for shopping, healthcare and I-40 access; a Harriman mailing address does not establish city limits.

Rockwood

Explore the historic downtown, US 27 corridor and properties toward Watts Bar Lake or the Cumberland Plateau. Compare road grades, home condition and the drive to work.

Oliver Springs

The town extends into Roane, Anderson and Morgan counties. Check the county, district and services for each address, then compare routes toward Oak Ridge and the Windrock area.

Oak Ridge — Roane County side

Oak Ridge spans Anderson and Roane counties. The Roane side includes important research and industrial destinations. Verify city boundaries, school district and your actual workplace entrance.

Ten Mile, Paint Rock & rural lake areas

Explore southern Roane County and lake-oriented roads for homes, land and waterfront possibilities. Ten Mile mailing addresses can cross county lines. Confirm the parcel, usable terrain, utilities and year-round access.

Visit at different times of day. Listen for road, rail and nearby activity; check driveway grades, delivery access and the trip to groceries. A lake view can be lovely while the practical drive takes longer than expected.

03 / Schools

Schools, College & Career Training

Start with Roane County Schools for county district information, registration, calendars and school contacts. For a property inside Oak Ridge, also check with Oak Ridge Schools, the separate city school system. A county name or nearby campus does not confirm the assigned district or school.

Give the responsible district the full address and move year. Confirm elementary, middle and high school assignments, bus eligibility, enrollment documents, programs and any announced campus or boundary changes. Compare options by the services and logistics you need.

Roane State Community College offers transfer and career preparation, with its flagship campus in Roane County and an Oak Ridge campus. TCAT Harriman provides technical and workforce training. Check the program, campus, prerequisites and current schedule directly.

04 / Set up the essentials

One County. Several Utility Providers.

Ask for the seller’s recent bills, then confirm each service using the full address. Nearby infrastructure does not prove a connection, capacity or an affordable extension. One provider’s electric territory may differ from its water or gas territory.

Electricity

Rockwood Electric Utility and Harriman Utility Board are local starting points; LCUB also serves portions of Roane County. Confirm the actual provider, meter status, deposit and transfer timing for the parcel.

Public water

Kingston Water, Harriman Utility Board, Rockwood Water, Sewer & Gas, Cumberland Utility District and Roane Central Utility District are among local providers. Use the utility directory to identify the supplier, then confirm connection, pressure, tap fees and capacity.

Sewer & septic

Public water does not establish sewer service. Confirm a sewer connection separately. For septic, obtain permits, approved bedroom capacity, field and reserve-area locations, repair records and an appropriate inspection.

Gas, propane & wells

HUB, Rockwood and Oak Ridge Utility District serve natural gas in their respective areas. Confirm an actual connection. For propane, check tank ownership, delivery and lease terms. For wells, arrange water testing and equipment/yield evaluation.

On vacant land, obtain written extension and site-work estimates before setting your budget. For trash, ask whether city or private collection serves the address. County convenience centers have rules for residency, materials, quantities and hours; verify these before bringing a load.

05 / Work from home

“Internet Available” Needs a Follow-Up Question

A provider serving a ZIP code does not guarantee an installable connection at the house. Rural Roane County buyers should confirm service early, especially when working remotely.

Check the FCC broadband map, then contact the listed providers with the full service address. Ask about upload and download speeds, connection type, installation date, construction charges, data limits and backup options. Test mobile reception inside the home and along the driveway.

A coverage map starts the conversation. A provider confirming it can install the service you need is much more useful. Let’s investigate before the house becomes your new Zoom headquarters.

06 / City or county?

The Mailing Address Is Only Part of the Story

A Kingston, Harriman, Rockwood, Oak Ridge, Oliver Springs or Ten Mile mailing address does not alone establish municipal jurisdiction. Confirm county and city boundaries using the parcel record and the responsible offices.

Ask the applicable county or municipal office about permits, land-use requirements, fire protection, trash and your proposed improvements. Review HOA rules, recorded restrictions and road responsibilities separately.

07 / Plan your budget

Read the Tax Bill Behind the Listing

Tennessee residential property is generally assessed at 25% of its appraised value. The tax rate is expressed per $100 of assessed value. Confirm classification, assessed value, current rates and any municipal tax for the parcel.

Illustration only$400,000 × 25% = $100,000

At that appraised value, the residential assessed value would be $100,000. Annual tax = assessed value ÷ 100 × applicable tax rate. This is not a Roane County tax quote.

Ask for the current bill and tax history. Reassessment, changes to improvements, classification and relief programs can affect the amount. For acreage in a preferential assessment program, investigate eligibility and possible rollback consequences before changing use.

08 / Cost of living

Budget for the Whole Property

Tennessee does not impose state income tax on earned income. That is one piece of the moving budget, not the whole budget.

Compare property and sales taxes, insurance, utilities, internet, any HOA fees and the cost of maintaining the home and land. Rural ownership can also mean driveway gravel, tree work, fencing, well equipment, septic maintenance and a longer grocery trip.

The useful question is: What will this particular property cost me to own? I’ll help you gather the property information; a qualified tax professional can address your personal tax situation.

09 / Healthcare

Make Your Care Part of the Move

Locate the care you use regularly before choosing a home. Confirm services, insurance participation, new-patient appointments and the full drive from each property.

Local hospital

Covenant Health Roane, also known as Roane Medical Center, is in Harriman at 8045 Roane Medical Center Drive. It provides emergency, medical and surgical care, imaging and rehabilitation services.
View Map

Regional specialists

Compare Methodist Medical Center in Oak Ridge and Knoxville-area hospitals and specialists according to the care you need. Include parking, appointment times and the return trip in your planning.

Routine care & pharmacies

Check primary care, dental care, pharmacies and recurring treatment locations in Kingston, Harriman, Rockwood or along your usual route. Verify hours and access directly.

Public health & emergencies

The Roane County Health Department is a resource for public-health services. Check current services and eligibility. Know your property’s emergency address and road access. For an emergency, call 911.

10 / Getting around

Try the Commute You Will Actually Make

I-40 is the main east–west interstate connection toward Knoxville and Crossville. US 27 serves the Rockwood–Harriman corridor; US 70 and TN 58 connect other parts of the county and routes toward Oak Ridge or southern lake communities.

For Oak Ridge, ORNL or other secured work sites, map the correct entrance and allow for access procedures. For West Knoxville, downtown Knoxville or a Crossville destination, compare the complete driveway-to-workplace trip. A rural road, peninsula or steep drive can add travel before you reach the highway.

Test the route at your expected work hours. Check construction, school traffic, curves, winter shade and alternate roads. No single countywide commute estimate works for every property.

If you need transportation assistance, research ETHRA Public Transit’s current reservation process, service area, fares, accessibility and trip availability directly. Do not assume city-style fixed-route service reaches a rural address.

11 / Airport

Flying In? Plan the Whole Trip

McGhee Tyson Airport (TYS), in Alcoa in Blount County, serves the Knoxville region. Check flights, parking, ground transportation and construction updates directly with the airport.

From Roane County, airport travel depends considerably on your starting point and route. Map the trip from the exact property and leave room for traffic. For frequent travel, include that drive in your home comparison rather than relying on a broad “near Knoxville” description.

12 / Moving paperwork

Put the Paperwork on Your Moving List

Review Tennessee’s new-resident driver’s-license requirements and the identification and residency documents needed before making an appointment. Vehicle title and registration questions go through the resident county clerk; requirements vary with the title, lien and vehicle situation.

Keep your moving records together and confirm the current process for your move date. This is less entertaining than choosing a porch swing, but much easier to handle with the right documents in hand.

13 / Land & rural homes

Acreage Deserves Its Own Research

Roane County is a place to explore wooded land, homes with acreage and possible mini-farm or workshop properties. Availability changes, and the words in a listing do not determine what you can build or do.

Usable land

Look at slope, drainage, soils and the location of practical building or garden areas. Five acres on paper and five usable acres can be very different things.

Restrictions & intended use

Review deeds, title, HOA documents and applicable local requirements. Verify animals, RVs, manufactured homes, accessory dwellings, workshops, rentals and subdivision plans before buying.

Legal access

A visible driveway is not proof of legal access. Review easements, surveys, shared-road agreements, maintenance obligations and access for emergency vehicles.

Septic, wells & extensions

Check permits and approved bedroom capacity, reserve-area needs, well condition and water quality. Obtain written utility-extension and site-work estimates for land.

Flooding & drainage

Check FEMA maps, disclosures, creek crossings and drainage patterns. Flooding can happen outside mapped high-risk areas; discuss insurance and inspection findings.

Title & property history

Ask title and survey professionals about boundaries, encroachments, mineral or timber rights and recorded easements. Verify permits for existing improvements.

I enjoy the detective part. We will bring in the appropriate inspectors, surveyors, title professionals and permitting offices for the determinations that need their expertise.

14 / Enjoy East Tennessee

Watts Bar Lake, Parks & Outdoor Days

Watts Bar Lake and the Clinch and Emory river corridors give Roane County a strong water-and-outdoors identity. Compare the launch, trail or park you would actually use with the drive from home.

Watts Bar Lake

Explore boating, paddling and fishing through public launches and marinas. Verify fees, storage, water conditions, boating rules and fishing regulations. Seasonal lake drawdown can affect access and usable water depth.

Roane County Park

The county park on Roane State Highway offers walking paths, picnic facilities, disc golf, a playground, splash pad and kayak launch. Check current seasonal availability and facility reservations.

Kingston & Fort Southwest Point

Explore Kingston’s waterfront and Southwest Point park area, with recreation and the historic fort site. Confirm current hours, programs and access before a visit.

Harriman, Rockwood & regional trips

Research Harriman Riverfront Park, Rockwood’s lake access and the Mount Roosevelt area. Windrock near Oliver Springs is a regional destination for off-road recreation; check permits and access with the operator.

Check current fishing regulations and fish-consumption advisories before keeping a catch. Public land nearby does not establish a legal access route from a private property.

15 / Everyday life

Shopping, Dining & Housing Choices

Kingston, Harriman/Midtown and Rockwood offer starting points for groceries, pharmacies, hardware, banking and restaurants. Explore downtown shops and local dining, then compare the actual errands from your prospective home. Oak Ridge and West Knoxville expand regional shopping and service options.

Use Roane Tourism and the Chamber’s current listings for restaurants, events and local businesses. Check opening hours, reservations and seasonal changes directly. A practical scouting day can include a grocery run, lunch downtown, a park stop and the drive home after dark.

Established & historic homes

Compare older homes in town with renovated properties and newer construction. Investigate roofs, foundations, electrical and plumbing work, permits, historic-district requirements where applicable and ongoing maintenance.

Lake homes & subdivisions

Compare year-round access, HOA fees, covenants, dock documentation, waterfront rights and rental rules. A view does not guarantee direct access or a private dock.

Homes with acreage

Look beyond acreage totals to usable terrain, fencing, soil, water and outbuilding condition. Confirm animals, workshops, gardening or mini-farm plans with the relevant offices and recorded documents.

Land & manufactured homes

Check approved building sites, septic suitability, legal access, installation rules, utilities and financing requirements before treating a property as move-ready.

Rural errands can also mean veterinary care, feed, equipment repair, propane and moving-truck access. Check driveway turnaround space and ask which delivery services will reach the home. Housing inventory and prices change; let’s compare current listings and recent sales for the type of property you need.

16 / Four seasons

Pay Attention to the Driveway—and the Water

Plan for warm, humid summers, seasonal changes, heavy rain and occasional winter snow or ice. Elevation, shade and exposure can make a particular property feel different from a forecast for a nearby town.

Check steep drives and shaded roads, ask who maintains them and look for drainage issues around the house. Inspect gutters, retaining walls, crawlspaces and creek crossings. Ask about past water intrusion, storm damage and power-outage preparations.

The scenery deserves your attention. So does where the rain goes. Review current forecasts and warnings, property disclosures, flood information and insurance options before making assumptions.

18 / A few common questions

Moving to Roane County: FAQs

Can I commute to Knoxville or Oak Ridge?

Research the exact property and workplace. I-40 is a major Knoxville connection, while routes toward Oak Ridge and ORNL depend on the workplace entrance. Rural roads and lake peninsulas can add travel. Test the trip at your usual work hours.

Which communities should I explore?

Start with Kingston, Harriman, Rockwood, Oliver Springs and the Roane County side of Oak Ridge, then compare rural and Watts Bar Lake communities such as Paint Rock using your budget, housing needs and regular destinations.

How do I confirm schools?

Contact Roane County Schools with the exact home address and move year. Confirm assignment, transportation and enrollment requirements directly.

Does lakefront mean I can have a dock?

No. Verify land rights, TVA approval, existing permit compliance and the ownership-transfer process. Some waterfront parcels are not eligible for a private dock.

Can I find unrestricted acreage?

Listings may describe property that way, but verify deeds, title, easements, local requirements and your intended use. Rural acreage does not establish permission for animals, RVs, rentals or additional homes.

Will a rural home have public water, sewer and fiber?

Each service needs its own address check. Public water does not prove sewer service, and a coverage map does not guarantee an installable internet connection.

What should I check on a private road?

Review recorded legal access, a survey, maintenance agreements, bridge or culvert condition, emergency access and lender or insurer requirements.

How can Debbie help?

Debbie can organize the search around your priorities and help gather the property questions to verify with providers, local offices, inspectors, surveyors and title professionals.

19 / Work & opportunity

Research, Manufacturing & the Local Economy

Roane County’s economy connects the Oak Ridge research and energy corridor with manufacturing, healthcare, education, retail and tourism. Oak Ridge National Laboratory is located in the Roane County part of Oak Ridge. Environmental cleanup and contractor work are also part of the regional employment picture.

Research & energy

ORNL, UCOR and related Oak Ridge organizations are starting points for career research. Roles, qualifications and work sites differ. Confirm the campus, entrance, schedule and any access requirements directly with the employer.

Manufacturing & business parks

Roane’s industrial and business parks support a range of employers. Research current companies and openings through Roane ECD and individual employers, rather than treating an expansion announcement as an available job.

Healthcare & education

Covenant Health Roane, local schools, Roane State and TCAT are part of the local service and workforce landscape. Review current openings and program pathways directly.

Tourism, retail & local businesses

Lake recreation, dining, shops and professional services support everyday activity. The Chamber and Roane Tourism are useful resources for finding businesses, events and local connections.

For a job-related move, compare the home with your actual shift and workplace. Remote workers should verify installable internet early. Announced investment and hiring plans may change; confirm open positions and start dates before relying on them.

20 / Keep these handy

Local Government & Moving Resources

Start with Roane County Government’s department directory for the Property Assessor, Trustee, GIS, Register of Deeds, Planning and Zoning, Building Codes, County Clerk, Highway Department and Solid Waste. County offices are based in Kingston; check the correct department and current appointment or document requirements before visiting.

Property records & boundaries

Use assessor and GIS information as a starting point, then obtain deeds, recorded restrictions and easements through the Register of Deeds and title professionals. A map layer does not replace a survey.

Permits & intended use

Ask county Planning and Zoning and Building Codes about the parcel and proposed improvements. Inside a municipality, confirm the responsible city offices and applicable rules separately.

Taxes & moving paperwork

The Trustee is a starting point for county tax bills; check any municipal bill too. Ask the County Clerk about title and registration documents for your vehicle situation.

Roads, waste & community services

Confirm public-road responsibility with the appropriate highway or municipal office; private roads need separate agreements. Use official directories for waste disposal, public health, emergency resources and UT Extension.

Keep written confirmations in a property file. A mailing address, an online listing and a neighbor’s understanding can all leave important questions unanswered.
